Description:
OPS Consulting is seeking an experienced professional to provide leadership and vision for system engineering of large-scale systems, major system elements, and/or interacting systems. Analyzes user requirements, concept of operations documents, and high level system architecture to develop system requirements specifications. Analyzes system requirements, and leads design and development activities for complex systems. Guides users in formulating requirements, advises alternative approaches, and conducts feasibility studies. Provide technical leadership for the integration of requirements, design, and technology for the development of complex systems. Seamlessly incorporates new plans, designs and systems into ongoing operations. Develops associated technical documentation. Assists in developing the methodology, processes, tools, and resources to define, account for, model, partition, track, implement, and support system design and technical performance requirements. Performs risk analysis. Reviews and evaluates standards and as necessary, to assist the Government in the identification of missing standard, shortcomings, inconsistencies, and conflicts. Make recommendations for improvements, assists in selecting new/additional standards when necessary, maintains currency with state-of-the-art technology developments affecting applicable standards, and assists in developing new standards as required.
 
Duties include:
  • Enhance programs that encompass requirement analysis, process execution and evaluation, technical program management and/or system development.
  • Provide technical program management and/or as a system development team lead. Understand how system engineer relates to an intelligence community environment.
  • Develop systems with object-oriented programming languages. Identify requirement analysis/generation and developing systems and software architecture.
  • Perform and provide technical direction for the development, engineering, interfacing, integration, and testing of complex hardware/software systems. Provide leadership/managerial position providing technical supervision to other engineering personnel; solving varied technical and scientific problems; and generating and reviewing designs for technical accuracy, and completeness within the stated objectives, budget, and schedule.
 Required Skills:
  • A Masters Degree in Computer Science, Computer Engineering, Electrical Engineering, Information Systems, or equivalent experience. Equivalent experience examples are:
    • Bachelors Degree with additional training; military training; NCS classes; commercially provided training; or demonstrable program experience; AND an additional three (3) years experience in this or similar labor category.
  • Over 3 years experience in Information Technology (IT) programs with particular relevance.
  • Over 3 years experience in SIGINT related programs.
Highly Desired
  • Experience with: PKI, Prototype experience, Cloud Technologies, Hadoop, and Cross Domain Solutions (CDS)
